AC...When to Recharge?

Its in the mid 90's in my area and slowing climbing near 100's once summer officially hits. I noticed that the AC doesn't get really cold until the mada is actually moving. Is that normal? If the mada is parked idling, such as when we first get into it, the AC doesn't blow ice cold but once we start moving you can slowly feel the AC start to get colder.

I'm just wondering does the AC normally need to get recharged?
